On the same day, the Third Session of the 15th Shanghai Municipal People’s Congress voted and passed the "Regulations on the Construction of Shanghai Science and Technology Innovation Centers" (hereinafter referred to as the "Regulations"). The "Regulations" will come into effect on May 1, 2020.
Among them, in the construction of the innovation main body, the "Regulations" proposed that Shanghai will support the technological innovation of enterprises, and the Shanghai, district people's governments and relevant departments will implement the implementation of high-tech enterprise cultivation and provide R&D subsidies to implement accelerated depreciation of R&D equipment and increase R&D expenses. Methods such as tax deductions and preferential income tax policies for high-tech enterprises provide support to enterprises’ scientific and technological innovation activities.
The "Regulations" also propose that Shanghai cooperates with relevant state departments to develop a multi-level capital market and financial factor market, and supports eligible companies to conduct listing, bond issuance, mergers and acquisitions, refinancing and other activities in the multi-level capital market.
Jin Aimin, an associate researcher of the Shanghai Institute of Science, told the Shanghai Securities News that the "Regulations" implement the construction of the Shanghai Science and Technology Innovation Center from the science and technology policy level to the science and technology legal level, promote the integration of science and technology and the rule of law, and provide a strong force for the in-depth implementation of the national strategy.
